DOORS 9.6.1.2 as DWA Interop Server

I am trying to run DOORS client as an interop server for DWA 9.6.1 (there is no 9.6.1.2)

I run doors.exe from the command line with the -interop switch but DOORS
does not start as an interop server it just starts the client as normal as
if the -interop flag has not been recognised.

I have had this problem many times in the past with previous versions of DWA
but I was always able to get it working eventually previously.

This time I have tried many different options but I cannot get it working
with the -interop flag.

I have tried

1. running from a batch file
2. running from command line
3. running from command line in same folder as doors.exe
4. with all flags -interop -data 36677@localhost -brokerHost
localhost -brokerPort 61616
5. with only the -interop flag

Nothing works. The DOORS client starts as normal and presents the login dialog.
